Abstract

Official Development Assistance (ODA) is undergoing a process of crisis and debate, in a moment that is compounded by the severe economic and social crisis. In this framework, decentralized public entities support co-operation programs that require a radical review in terms of fit and coordination, and seem to be threatened. The paper analyzes data from almost 7,000 decentralized co-operation activities carried out from the Basque Country between 1988 and 2008, checking if these policies imply or not a different way of doing in comparison with the usual practices, and whether they can suppose an alternative to promote real changes.
