Veinte años (1993-2013) de "política hidrológica en España": el secuestro de la política pública
Abstract
In the last twenty years, hydrological policy in Spain was not mainly oriented to define and solve adequately hydrological problems. Instead construction and electric companies have imposed to different governments the 'problems' to be solved and 'solutions' to put in practice. Governments have played the role of making believe that they do really govern. That entails a public policy, a public funding and a democracy hijacking.
